Dean joined City in 2012. His previous roles included work on public sector reform policy at HM Treasury, a secondment to the European Bank for Reconstruction and Development (EBRD) and three years as Head of Strategy and Projects at the London Borough of Camden.

At HM Treasury he worked on a range of policy and strategy issues, from the delivery of the first Whitehall Public Service Agreements, introduced in the late 1990s, to the UK’s approach to World Bank lending. The international development theme continued during his secondment to the EBRD, with a particular focus on strategies and projects to further political and economic transition in the countries of eastern Europe, Russia and central Asia. In local government, Dean led the central corporate functions in two local authorities where his responsibilities included planning and performance; equality and diversity; and communications and engagement.
